Qualification/Experience
Bachelor's Degree in Instrument Engineering or Control System Engineering.
Minimum 10 years working experience in oil and gas industry of which a minimum of 3 years in supervising plant maintenance workface
Job Purpose
To be responsible for all instruments preventive maintenance activities are performed on schedule and breakdown of equipment and system attended promptly to ensure continuous plant operation.
Major Tasks
- Leads, coordinates and direct the activities of Instrument Supervisors.
- Reviews and monitors established key performance indicators and implement improvement to meet the department objectives.
- Leads and directs the development and implementation of instrument maintenance programme (Preventive Maintenance procedures, reliability improvement, spare parts rationalisation) throughout the refinery and review its effectiveness for improvement.
- Organise and monitors all breakdown maintenance to ensure they are handled timely and properly.
- Renders prompt services during emergency maintenance activities to minimise plant downtime.
- Prepares scheduled and duties and shift technicians to ensure adequate instrument maintenance coverage outside the normal working hours.
- Enhances safety procedure and monitor safety compliance of people and equipment within the Instrument Group.
- Provides input and advice on maintenance aspects to engineering and technical departments for plant modification and new projects.
- Examines and verifies procedures developed and implemented are currrent and meets the set standard and statutory regulations.
- Verifies and monitors maintenance expenditure for Instrument Group and produce quarterly expenditure report for management.
- Develops comprehensive staff development programme to motivate personnel and enhance high quality maintenance.
- Deputise Instrument Manager on all aspect of Instrument maintenance strategy and reliability programme.
Job Description
Special Aspect/Major Challenges:
- To maintain high safety awareness level and encouraging subordinates and contractors maintain high work quality and be vigilant despite pressure to meet schedule.
- Very often has to work exceeding normal working hours to ensure plant continuous operation. In some critical instance where failure of equipment is holding up plant operations work has to be done round the clock.
- Making sure spare parts are available in the right quantity and meeting specs or is interchangeable due to change in equipment model or due to points being obsolete.
- To achieve desired result from external parties providing term contract services with different work ethics standards.
- To make quick decision on how to repair critical safety system and at the same time maintain safe operation.
